No, this makes perfect sense. They wanted HRC to be criminal so badly, they convinced themselves they would find evidence of a crime if they just looked hard enough. They wanted Hunter Biden to be criminal so badly they think they can find evidence of a crime if they just look hard enough. Big Dawg simply HAD to be crooked – look! We have a soiled dress to prove it!
Perfect sense, when seen through the lens of projection, confession, and a guilty conscience.

To your point, the world they live in and more specifically the company they keep, are the type of people that definitely have something criminal in their past, present and future. They cannot conceive of anyone not having something they can dig up.
So, they dig.
It’s exactly like when they went looking for WMD’s in Iraq. It never occurred to Cheney that they would not be there – it’s certainly what he would have done.
