It has been pointed out to the legislator sponsoring the bill repeatedly throughout the process that his bill contains no age limits and would clearly permit child marriages.
At this point one must conclude it is intentional on his part. Someone should really look at his browser history…

It’s ironic that Saudi Arabia has recently banned the long time practice of marrying off very young girls, and now by law only sanctions marriage for a young woman above the age of 18. Just thinking that someone somewhere discovered a Bible passage that permits the practice…
