Some casual googling indicates that the accepted shelf life as a regulated product is ~5 years.
This is an ongoing controversy in drug regulation and public health circles; the listed expiration dates on drugs are widely at odds with tested stability of these products. this has a lot of bad consequences:
perfectly good drugs are disposed of
fully active drugs are dumped into the ecosystem
the cost of drugs is driven up. Even cheap drugs at a few cents per dose can make a difference in 3rd world countries between available and not available.
I hope the governor got a kickback for playing his part in the grift.

Hopefully, an advocacy group for lupus patients can buy them out for pennies on the dollar and distribute it to people who actually benefit from it.
