the handsaw wouldn’t do. You would need a router or a belt sander….

A Dremel would be nice, taking small, precise excisions. Would take longer.
Depends. If you were a serious anti-tattoo person, body mutilation might be an option.

Actually, there are laser removal services. Just takes the color out though. Leaves a … I don’t know if scar is the right word – a “shadow” of the tat when the skin tans.
